China ranks the No.1 Tungsten resource and production in the world, holding a paramount position in the international trade, but no priority to decide the trading prices. Chinese governments, in order to alter this situation, shall exert a strong control over the tungsten industry, to accelerate enterprises integration and to decrease production and export, which can turn resources advantages into economic advantages. This paper, aims at the issues during tungsten development and utilization, presents suggestions and approaches from economic, legal, administrative, social and human resource views.

Diatomite as a kind of biogenic siliceous sedimentary rock is widely distributed in the world, but less with high economic values. China, abundant in diatomite resource, is one of major diatomite producers. In diatomite product structures, however, China has a big gap. As power saving and environment requires, China's diatomite product structures will be largely improved. The dominant developing trends for the diatomite industry include top-quality diatomite filtration, functional fillings and compound materials, insulation materials, water treatment agents and absorbent, and purification materials. China's diatomite industry must focus on extensive utilization, renovation and industrial platform construction.

This paper, aiming at the sustainable development, uses the eco-footprint model to calculate the eco-footprint during 1985—2005 in Yibin city, and analyzes the eco-footprint safety, with results indicating a big dynamic change in per capital eco-footprint, increasing trend in general, decreasing trend in per capital eco-loads with asymmetric structure (chiefly, plowlands). The per capital eco-deficit fluctuated largely, emerging since 1985, to some extent, becoming severe in 2005. The eco-footprint pressure index displays an increasing trend from 1985 to 2005. The ecological safety becomes continuously decreasing, undergoing safe, less safe, unsafe, and very unsafe stages. Human’s living and production has a bigger and bigger impact over eco-footprint safety. The land demands and supply will become sharp in the future in Yibin city.
